The story

Nobody on staff who can make it.

Cities run programs their residents have to understand, and the subject matter is rarely fun. A water rate increase, a new billing system, a broadband access survey, a city-run power utility with four different plans. Almost none of these cities have a creative department, and the ones that do usually have a single communications officer squeezing it in between council meetings.

North Star Alliances gets hired for the strategy across Southern California. Community engagement, government relations, stakeholder work. Then a scope of work includes an animated explainer or a bilingual mailer, and a strategy firm does not own a camera or an illustrator.

We've been their creative arm for eight years. Four cities so far, and most of that work has landed in the last two.
